BACKGROUND:

McCallum Park is an open area of parkland on the Swan River foreshore providing barbeque and recreational facilities; including tennis courts and children’s playgrounds. It is bordered by Taylor Street, Canning Highway, the Causeway and the Swan River. There are a number of rubbish bins throughout the park, which in 1993 were large green plastic bins enclosed in a timber frame.

CASE DETAILS:

At about 4.00pm on Thursday 24 June 1993, a member of the public was at McCallum Park, Victoria Park using the toilet facilities. After doing so, he disposed a piece of paper in a bin outside of the toilets, noticing a plastic bag at the top of the bin. On opening the bag he saw what looked like the body of an infant inside. Reporting the matter to police.

Police arrived at the scene and confirmed it was the body of a newborn dark skinned male infant within the rubbish bin. The body of the infant was inside a ‘Sussan’s’ clothing store plastic bag, which in turn was inside an ‘Archie Martin Vox’ store yellow plastic bag. Both of these bags were partially wrapped in newspaper. The placenta and umbilical cord remained attached to the infant. It is believed that the baby was either still born or died a short time after birth.

The mother and father have never been identified.

The person or persons responsible for the infant’s death have not yet been identified.
