At about 5.45pm on Sunday 24 February 2020 a man cut open the top of a cigarette butt container outside a library in Coolbellup.
The man then stole cigarette butts from inside the container before leaving the area.
Police have released a CCTV image of a man who they believe may be able to assist them with their investigation.
The man is described as: fair skin, slim build, short, light brown hair, carrying a “Frozen” backpack, wearing a black t-shirt, black shorts and white sneakers.
